International classification Disease (ICD) is a standard diagnostic technique for epidemiology, healthcare organization and disease diagnosis. The ICD makes it possible to analyze the state of health of the population, organize monitoring of the incidence and spread of diseases, develop classifications of diseases and health disorders recorded in medical and civil documentary sources (medical records, death certificates).

The ability to store and retrieve diagnostic information within the ICD for medical and epidemiological purposes, as well as to ensure the quality of medical services, serves as the basis for compiling mortality and morbidity statistics for the WHO Member States. Keeping statistics is critical to making decisions about the financing and allocation of resources in the health system.

The ICD 10th revision was approved at the 43rd session of the World Health Assembly in May 1990 and has been used in WHO Member States since 1994. The 11th revision procedure will be completed in 2015.

In Russia, the study of the structure of morbidity began with the period of zemstvo medicine, and the first classification of diseases appeared already in 1876. At the VII Pirogov Congress of Physicians, the first domestic nomenclature of diseases was adopted. At the beginning of the 20th century, the International Classification of Diseases was created, and now its 10th revision is in force in all countries of the world. ICD-10 was adopted by the 43rd World Health Assembly in Geneva (1989) and recommended for use in Russian Federation since 1993
The main innovation in ICD-10 compared to ICD-9 is the use of an alphanumeric coding system with four-digit headings, including one letter of the Latin alphabet followed by three numbers (for example, A00.0-A99.9). Such a system makes it possible to more than double the amount of coded information. The introduction of letters into the headings made it possible to encode up to 100 three-digit categories in each class. Some three-digit headings were left free, which will allow them to be expanded and revised in the future. The number of such free headings varies from class to class.
ICD-10 includes 21 classes of diseases and 4 additional sections.
