10.02.2021 Analyzes

Poor families can count on additional benefits. Emigrants who make such a request will receive 100 rubles (per person). Therefore, it is worth considering separately the payments and benefits provided by the Russian Federation to Ukrainian refugees. However, many refugees from Donbass and eastern Ukraine chose to obtain Russian citizenship.

Besides those types social support already mentioned, refugees are eligible for travel benefits. However, you can request a benefit in the form of bus or train tickets to your accommodation. Also, refugees have the right to transport their belongings across the border without paying customs duties (exception - motor vehicles). The exemption also applies to the tax rate when levying personal income tax. For persons with refugee status, it will be 13%. Other non-residents are required to give 30% of their income to the state treasury.

Employers are always happy and ready to hire good specialists regardless of their status. Of course, the benefits and payments provided will be of some help to those who find themselves in a difficult situation. Refugees are looking for vacancies with suitable conditions every day. Many employers, realizing the complexity of the situation, provide apartments paid by the organization for accommodation.

Refugees from Ukraine who arrived in Russia are thrown into the street

On January 1, 2017, all temporary accommodation centers (TAPs) intended for refugees from the Luhansk and Donetsk regions of Ukraine were closed in Russia. The situation in Donbass has returned to normal, the flow of people fleeing the war has dried up, the federal authorities explain this decision. However, the question arises: what happened in this case to the million refugees from Donbass who arrived on the territory of the Russian Federation over the past two years? Have you returned to your homeland?

In case of refusal, housing will be provided to internally displaced persons or refugees standing in line.

Resettlement of refugees from Ukraine to the Russian Federation

The main problem of refugees who moved from the south-east of Ukraine is housing. Visitors allow it, depending on the status and financial situation. They settled with relatives, rented housing. Registration after the placement of Ukrainian refugees became a problem. The reception and resettlement of migrants takes place mainly in cities, since in addition to solving urgent problems, they also need to be legalized. However, refugees who came with large families can rather rely on houses outside the city. The most rational of the options is to apply for temporary asylum and move to the region proposed by the Russian authorities, where refugees are guaranteed not only housing, but also work.

In trend:

The war in Ukraine does not stop. Statements about military conflicts on the territory of the country are different. Be that as it may, but in the current situation, all kinds of assistance is provided to numerous refugees from Ukraine in Moscow.

For Ukrainians fleeing their country, a special attitude was once united by a large Union of countries. Those distant times are still in the memory of the older generation. Therefore, refugees from Ukraine are not strangers at all.

But in what business is there no difficulty? As it turned out, there are many surprises in obtaining refugee status in Russia. And those compatriots who want to help refugees often find themselves involved in a real conflict. And at the peak of all the acute moments is the problem of employment and registration of Ukrainians.

Arrival - reception points

Help points for residents of Ukraine who have suffered from the civil strife unfolding there are scattered across the vast territory of Russia.

The most popular are those located in large cities:

  • Moscow.
  • St. Petersburg.
  • Novosibirsk.
  • Yekaterinburg.
  • in Stary Oskol.

The following regions also provide support:

  • Rostov and Sverdlovsk regions.
  • Ural.

The flow of people does not dry out, military attacks with a ceasefire for a short time and continuation lead to a sad forecast.

Having abandoned everything, saving the lives of their children, run wherever they look.

Currently, two statements are known from the apparatus that governs the country:

  • People from Donbass can apply for a simplified registration.
  • Most categories of the Ukrainian population will be able to obtain citizenship in the Russian Federation.

Reception of war-frightened people at permanent place residence goes also in the Czech Republic.

The procedure for registration of the Ukrainian people on the territory of Russia

The process of acceptance by the Russian Federation of Ukrainian residents who have fled since 2015 has been put in order by legislative acts.

Persons arriving in the country have the right to receive:

  • Refugee status.
  • Temporary registration.
  • Citizenship.

The list is given in the order in which it is possible to acquire these statuses.

The first and main stage in the registration procedure immediately after crossing the border is the registration of refugees from Ukraine, in other words, the obligatory receipt of a residence permit for a certain period of time.

A Ukrainian with relatives in Russia is legally registered with the nearest Federal Migration Service. In the event that a resident of a given country has nowhere to stay, and he has arrived at a camp specially organized for these cases, all issues with a residence permit are decided by the staff of the camp administration.

This year saw the light of the state program, a characteristic feature of which is the simplified registration and re-registration of people who fled from the bombings on the ground in the regions. For people arriving from Ukraine seeking refugee status, new rules are applied - admission without confirmation of work experience and marital status.

What is the reason for such an allowance? The fact is that the situation in the DPR is not stable, constant military attacks and explosions tear people from their habitable place with things or literally what they were in at that moment. It is not always possible to take documents with you, because they are under the ruins of houses. People in a panic forget to take even the most necessary things.

Employment under this program is carried out by interview. According to its results, the arrivals will be provided with work.

There is another significant plus in the simplified procedure - a reduction in the verification period. At the moment, the entire registration process will take no more than ten working days.

Temporary registration: rules and subtleties

Currently, there is an active assistance to refugees from Ukraine in Moscow. The term for granting refugee status in 2019 varies from 90 days to one year. The basis is evidence proving the establishment of this provision within the country. The whole procedure is carried out in a day.

The cost is different and depends on the time for which the registration is calculated.

To register a temporary location in Moscow and the Moscow region, you must provide:

  • High-quality and readable photocopies of the applicant's passport. Only those pages that are relevant at the moment.
  • Refugee certificate

Temporary residence: how to arrange it correctly?

Ukrainians who fled their country can temporarily reside in the territory of the Russian Federation for a period of no more than three years.

At this time, they have the right to:

  • employment;
  • receiving benefits;
  • provision of medical services.

There are special quotas for the issuance of a permit for this type of residence. The following persons can avoid this limitation and receive the document:

  • Ukrainian residents who were former USSR citizens;
  • disabled Ukrainians, whose children live and work in Russia;
  • residents of the DPR, whose spouse or spouse are citizens of the Russian Federation, permanently residing in the country;
  • Ukrainians who joined the ranks of the armed forces of the Russian Federation.

The most pressing issue is housing!

When Russia began accepting residents of the DPR in 2014, no one imagined that these would be whole massive streams that needed to live somewhere. There was a real problem with accommodation: only a few could provide real help. Ordinary Russian citizens were allowed to temporary residence of Ukrainians: large families helped the same as themselves.

The housing issue has become acute. At the moment, only some regions have coped with this problem, for example, Kuzbass. Here they will be able to provide comfortable housing for about 2,000 displaced persons, 1,000 with rooms in dormitories. Children who are in the Russian Federation unaccompanied by adults will undergo rehabilitation in health centers.

In addition to housing, Kuzbass provides Ukrainians with:

  • work;
  • payments;
  • the first one-time allowance in the amount of 20,000 rubles.

Employment is the second biggest problem

The issue of jobs is the second in the list of problems associated with the resettlement of Ukrainian residents to the territory of the Russian Federation. Many Russian employers provide employment assistance to refugees from Ukraine. A job fair was launched in contact with them. According to statistics, over 400 people have been employed in 2 years.

Men work:

  • drivers;
  • welders;
  • installers.

  • sellers;
  • cashiers;
  • packers;
  • nannies;
  • nurses;
  • cleaning ladies;
  • cooks.

Kuzbass also offers vacancies for doctors and builders.

The salary for those who fled from the DPR reaches 15,000 rubles. All payments are made regularly and on time.

And, nevertheless, there are many clashes and discontent.

The main ones include:

  • small size of payments;
  • desire to work in a specialty;
  • difficult integration - skirmishes, conflicts.

In such conditions, active psychological assistance is being conducted. Rehabilitation centers are ready to accept both adults and children. And the highly qualified specialists working there will provide assistance, support with advice, and teach you how to rebuild life. It is not easy in such a situation for small migrants, especially those who were left without parents, for them classes with a psychologist are an opportunity to recover from their experiences.

The first thing foreign nationals who flee from unfavorable conditions in their home country rely on is protection and shelter. But the assistance of the host side, as a rule, does not end there. The Russian Federation is no exception in this matter. Assistance to refugees in the country is provided not only at the state level, but also by the efforts of caring citizens and organizations.

Who are refugees

To begin with, it will be useful to understand the difference between refugees and those who ask for a particular territory. In the second case, the grounds for providing shelter are as follows:

  • the existence of reasons for requesting refugee if the applicant wishes to obtain short-term asylum;
  • the impossibility of expelling the applicant from the country for humane reasons. For example, a person is seriously ill and cannot get help in the country of citizenship or runs away from life-threatening events - military actions, epidemics, hunger.

Refugees are people who want to avoid personal threats to their lives. So, let's say, it can be witnesses of hostilities or politicians who are being persecuted by the authorities and law enforcement officers.

Today, residents of several states - Ukraine, Syria, Afghanistan - cross the Russian border in search of shelter. And if the citizens of the once fraternal Ukrainian republic are met by the Russian authorities, then it is much more difficult for representatives of the other two powers to settle in the Russian Federation.

What gives refugee status

Staying in the Russian Federation as a refugee entails a number of rights and obligations for foreign citizens. First of all, in order to obtain such a status, it is necessary to prove that there is a threat to life and health. Arguments can be photo and video materials, printed materials, personal correspondence.

What help can refugees count on?

The procedure for obtaining the required status begins with the filing of an application and an appeal on the issue of accommodation and the provision of social assistance and protection. As a rule, all applicants are accommodated in a special camp, where they are provided with food and basic necessities. But in fact, other types of assistance to refugees are also provided.

Cash benefits

You can apply for cash benefits immediately after arriving in the Russian Federation. Moreover, there are several types of such payments:

  • after submitting an application for refugee, maintenance is paid in the amount of 100 rubles per day per person;
  • family members with pensioners, minor children and disabled people are provided with 150 rubles per day per person;
  • a lump sum post-status benefit equal to one minimum wages... Moreover, its amount may differ in different parts RF;
  • for those who choose to settle in rural areas, the state will pay an additional allowance, which will be equal to the established minimum wage in this region.

Those registered at the employment center are provided with assistance in the amount of 800 rubles per day per person. Of these, 250 rubles are donated to food, the rest covers living expenses.

All funds come from local budgets... In addition, each region is developing individual programs in order to attract labor or improve the demographic situation.

Is it possible to get social assistance

Help for refugees and migrants in Russia is also provided at the social level. First of all, this is expressed in the provision of housing in temporary camps. It happens that ordinary citizens go to meet the migrants, who settle the compelled ones.

As for social security, refugees have no differences from local residents. They are endowed with the same rights as the Russians, except for the electoral. V medical institutions they can receive appropriate assistance in the treatment and diagnosis of diseases. Children can freely attend schools and kindergartens.

In addition, if necessary, refugees can receive free help from a psychologist, improve their qualifications or master a new profession in special courses.

What are the conditions for getting help?

In order to receive assistance, displaced persons must fulfill several conditions. To begin with, they must declare their desire to obtain refugee status. This can be done immediately at the border at the time of filling. To do this, in the column "Purpose of the visit" you need to indicate "refugee".

The law allows the filing of a petition already on Russian territory within three months after arrival. But, given the discrepancies in the law, there is no guarantee that the application will be accepted for consideration, and the foreigner will receive the requested status. Therefore, it is better not to postpone this question on the back burner.

To receive benefits and other support, you will need a certificate stating that the foreigner's documents have been accepted for consideration. It is on the basis of the certificate that housing and cash payments are provided.

Assistance to refugees from Ukraine in Russia, as well as from other countries, is provided with the following documents:

  1. statement,
  2. passport,
  3. certificate of acceptance of the case for consideration,
  4. all children
  5. pension certificates.

There are no additional requirements for applicants.

Where to apply for assistance

All refugee issues are handled by the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation. The issue of payment of cash benefits is also considered there. In this case, applicants can apply both to the city branch and at the level of the region, territory or autonomous region.

If there is no representation of the migration service in the settlement where the migrants decided to settle, they can submit an application to the local authorities. Their powers include not only the preparation of the necessary documents and the payment of benefits, but also the clarification of all issues that relate to the application of the current legislation.

Charitable foundations and social organizations

A large amount of work is being done by public organizations operating on a charitable basis:

  • Orthodox public organization "Mercy". Here, not only displaced persons can receive help, but also any other persons who find themselves in a difficult life situation.
  • Regional branch of the Red Cross in the Russian Federation. The organization provides targeted assistance with things, money, food. Here you can also get psychological support or legal advice.
  • Hotline “Help for refugees. RF ". By calling the toll-free number 8-800-775-18-16, you can leave a request for any type of support.
  • The Donbass Community Charitable Foundation provides psychological assistance, collects funds to support citizens who have left Ukraine.

Even if there are no public funds in the village, you can always contact the UVM of the Ministry of Internal Affairs or call the hotline of the local council.

Employment opportunities for refugees

According to Russian law, in order to get a job in Russia, you must apply for a job. Refugees, however, belong to the category of citizens for whom a certificate of granting refugee status serves as such a document. There are no restrictions for migrants in terms of employment, with the exception of civil service and vacancies related to government administration and service in law enforcement agencies.

A big advantage is the fact that in the current conditions, many employers are ready to provide workplace together with housing. But it is worth remembering that any labor Relations must be registered in accordance with the provisions of the law on the employment of foreign citizens.

Learn all the intricacies of labor law, taxation and the relationship between the two parties.

The easiest ways to obtain Russian citizenship: Video

The feasible assistance to refugees provided by the Russian Federation finds a response in the hearts of people. In each city you can find addresses of assistance to refugees and displaced persons. The most popular locations are located in large cities. Such regions and cities as the Rostov region, Yekaterinburg, Novosibirsk, Moscow, St. Petersburg are especially active.

Where to go? What to do? How to register an official stay in a foreign country? Unfortunately, not every refugee knows the answers to these questions. Answers are best prepared in advance.

Ask relatives, friends or acquaintances to meet you at the border, and if there are none, you can count on the help of volunteers from charitable foundations. After arriving in Russia, you must fill out one of the standard forms at the FMS. The type of application depends on various factors: plans for further stay in the country, the need for material support, solving the housing issue, etc.

Intermediate status entitles you to stay in a state accommodation center. Employees of the temporary accommodation center for refugees cannot accept people bypassing the Federal Migration Service (in case of difficulties, you can contact a private fund). However, there are exceptions to any rule. For example, when a huge stream of refugees poured into Russia, special visiting groups of the FMS were created. The authorized employees collected applications directly at the refugee temporary residence centers.

Annually in Federal budget includes an item of expenditure to support persons who have received refugee status. How much pay? This issue is of interest to both refugees and Russian citizens with an active life position. Currently, the refugee benefit is 800 rubles a day (including 250 rubles a day for food). All payments to refugees are temporary. Funds are credited only to current accounts specially opened with Russian banks.

Poor families can count on additional benefits. To do this, it is necessary to provide documentary evidence of the status of those in special need in the FMS of the Russian Federation. In addition, the submitted documents must be accompanied by copies of the passports of family members, birth certificates of all minor children, a certificate of family composition, pension certificates, a certificate of disability (if any).

The legislation also provides for the possibility of one-time payments. Emigrants who make such a request will receive 100 rubles (per person). Those in special need can count on an increased payment of 150 rubles.

Due to the huge influx of residents of Donbass and other regions of southeastern Ukraine, there have been many speculations and gossip regarding the privileges of this category of persons. However, these rumors are groundless. Therefore, it is worth considering separately the payments and benefits provided by the Russian Federation to Ukrainian refugees. Forced emigrants receive compensation on general terms (Federal Law No. 4528-1). To receive material support for refugees in Russia, you must:

  • register with the Federal Migration Service in the selected settlement;
  • present documentary evidence of refugee status;
  • have no convictions for especially grave crimes;
  • start looking for housing and work.

However, many refugees from Donbass and eastern Ukraine chose to obtain Russian citizenship. This is probably due to the historical warmth of relations between friendly peoples. It is not surprising that many Ukrainians have relatives in Moscow and other Russian cities.

Charitable foundations support

It is difficult to count how many charity funds there are on the territory of a huge country. More than two hundred funds function in Moscow alone. But each organization is ready to provide support to forced emigrants and migrants and all those who find themselves in a difficult life situation. An important fact: a state-run refugee camp is strikingly different from private charities.

Foundations do not ask for data on refugee status. But it is not worth demanding any guarantees either. The work of volunteers is to provide all possible assistance to those in need. They receive internally displaced persons and refugees in their apartments, houses, dachas. Carry out work at collection points for essential items. In addition, some cash payments to the poor are possible. How much charitable foundations pay depends solely on their financial capabilities.

Since all charitable organizations subsist on donations, each foundation has established donation points for internally displaced persons and refugees. Those who are not indifferent can come to specialized centers located in Moscow or any other cities. Here take:

  • non-perishable food (for example, pasta or cereals, canned food, chocolate, sweets, tea, coffee, etc.);
  • hygiene products for adults and small children;
  • new or used clothes in good condition, warm clothes;
  • stationery for schoolchildren.

After the charitable collection, volunteers visit temporary accommodation centers for IDPs and refugees, a refugee camp and distribute the collected things.

Resolving the housing issue of refugees and internally displaced persons

The housing issue for refugees and internally displaced persons is a top priority to be resolved. Temporary accommodation centers functioning on the territory of the Russian Federation do not imply long-term residence. Therefore, those who have received the status are interested in purchasing their own housing.

Internally displaced persons are entitled to certain benefits when purchasing real estate. The benefit is presented in the form of a housing certificate. The government usually pays a fixed amount. Therefore, how much the amount of the payment will be depends solely on the selected region.

Is it possible to get housing for refugees? In Russia, there is the possibility of acquiring temporary housing at a discount. To do this, you need to visit the FMS in Moscow or another city that you have chosen for living. Submit your application and staff will review it within a week. After that a decision will be sent to the applicant.

Whether the state will provide housing for temporary residence depends on the availability of free space in the housing stock of the region. In the absence of such, the refugee may be asked to move to another area. If the person agrees, the territorial authority will issue a referral for obtaining temporary housing from the housing stock of another region. After that, a lease agreement is concluded. In case of refusal, housing will be provided to internally displaced persons or refugees standing in line.

After the refugee status is withdrawn, the person has no right to apply for the previously allocated temporary housing. It is necessary to renew the refugee status every three years at the territorial department of the FMS (while maintaining the required conditions).

Aspects of employment of refugees in Russia

Employers are always happy and ready to hire good specialists regardless of their status. This cannot but rejoice the emigrants and forced migrants, who, by the will of fate, have lost not only their home, but also their source of income. Of course, the benefits and payments provided will be of some help to those who find themselves in a difficult situation. But this measure is temporary and the amount paid is very small. What requirements must be met in order to safely get a job? First of all, you should prepare documents:

  • diploma confirming education (qualifications must meet international standards);
  • citizen's passport;
  • certificate of no criminal record.

Refugee status gives you the opportunity to apply for a residential job. This is not only about forced Ukrainian refugees. This right applies to every foreigner applying for a job in Russia. Refugees are looking for vacancies with suitable conditions every day. Where to find a job so as not to "sit on the neck" of the "sheltered" state?

Entrepreneurs and businessmen are ready to provide assistance to refugees from Ukraine. Large corporations and small firms give jobs to those who came from Donbass and other regions. Many employers, realizing the complexity of the situation, provide apartments paid by the organization for accommodation.

Where is the best place to go to make money? Of course, work can be found even in the smallest settlements. But big cities are still a priority, and Moscow is a tasty morsel for those who want to find a job. There is a vacancy even for those who do not have a diploma of education. Moscow will welcome everyone who is willing to work hard.

Information about existing vacancies is freely available. She is searched for on message boards, in newspapers and, of course, on the Internet. At the same time, applicants are looking not only for a permanent job, but also for a day job with one-time payments. What are the most common vacancies for refugees in Moscow and other large cities? These can be the following professions:

And these are just some of the professions that do not require special skills.

Other benefits for refugees

In addition to the types of social support already mentioned, refugees are eligible for travel benefits. Unfortunately, the legislation does not provide for reimbursement of the money spent on travel. However, you can request a benefit in the form of bus or train tickets to your accommodation. To do this, you must provide documentary evidence of the status.

Also, refugees have the right to transport their belongings across the border without paying customs duties (with the exception of vehicles). The exemption also applies to the tax rate when levying personal income tax. For persons with refugee status, it will be 13%. Other non-residents are required to give 30% of their income to the state treasury.

There is a tax exemption. The refugee has the right not to pay the state fee when registering at the place of residence. This type of support applies to state fees when applying to the court (if we are talking about refusing a petition).

There is a hotline in Moscow where emigrants can contact if they have any difficulties with moving to Russia. Refugees and displaced persons call here every day with a request to assist in finding a job. These people want not only to receive, but to earn money.

In addition, the Public Chamber has set up a specialized focal point. Everyone who wants to help those in need works here. At this point, funds and applications for support are collected.
