What is form T-12 (timesheet)

On the basis of the T-12 form, introduced into the practice of document circulation by Goskomstat in the decree of 01/05/2004 No. 1, a timesheet is formed, which is intended to be used for the following purposes:

  • definition of indicators for calculating the salary of employees;

When it is supposed to use the timesheet form 0504421 according to OKUD

The time sheet form corresponding to OKUD number 0504421 (T-12 has a very similar name to it, so sometimes there can be confusion when applying this or that document) was introduced into business circulation by the Ministry of Finance of the Russian Federation, which issued order dated 03/30/2015 No. 52n. This document is used for the same purposes as the T-12, but is subject to use in government agencies.

The time sheet corresponding to form 0504421 also has a rather similar structure to form T-12. Therefore, for an employee of the HR department, as a rule, it does not present any problems to adapt to a document approved by the Ministry of Finance, if he is used to using the form from Goskomstat, and vice versa.

The use of a timesheet in the form of 0504421 is not prohibited for private companies. The fact is that from 01.01.2013, firms that are not directly prescribed by the law to use specific unified forms of primary sources are allowed to use any others. How are vacations indicated in the timesheet?

Unified forms for keeping a time sheet of employee visits at Russian enterprises T-12 and T-13 involve the reflection of information about vacations using the codes given on the title page of the T-12 form.

Study and unpaid leave (administrative leave)

In the provisions of Art. 128 of the Labor Code of the Russian Federation, vacation at the expense of an employee is divided into 2 types:

  • necessarily provided by the employer at the request of the employee - the OZ code is used (17).

According to labor legislation, study leave also has 2 types (Article 173 of the Labor Code of the Russian Federation):

  • leave for study with retention of earnings - is reflected using the U code (11);
  • unpaid leave for passing entrance exams, sessions, state exams - is recorded in the report card using the UD code (13).

Maternity and parental leave

Maternity leave granted in accordance with Art. 255 of the Labor Code of the Russian Federation, reflected in the report card using the P code (14). Parental leave provided under Art. 256 of the Labor Code of the Russian Federation, is fixed using the coolant code (15).

A scenario is possible in which an employee who is on parental leave will work part-time. If this is so, then when accounting for her visits in the report card, the "double" code I (01) and OJ (15) will be applied. What to put in the report card if the vacation falls on a holiday

In accordance with Art. 120 of the Labor Code of the Russian Federation, non-working holidays falling on the period of the annual main or annual additional paid vacation are not included in the number of calendar days of vacation and are not taken into account.

Holidays established by regional legislation are also excluded from the vacation (see the resolution of the Presidium of the Armed Forces of the Court of the Russian Federation of 12/21/2011 No. 20-PV11).

It follows that holidays falling on vacation in the report card must be designated with the code "B" or 26.

Who fills out the timesheet

In the case when an enterprise has several facilities, it is much easier to keep track of employees directly at their places of work. In this case, this duty is assigned to the foreman or the head of the department by a separate order or is prescribed in the employment contract.

Algorithm for working with a timesheet

First of all, you need to know that every enterprise must necessarily have a regular (that is, in a paper version) timesheet. The form can either be printed independently or ordered from a printing house.

There are two approved forms: T-12 and T-13. Their difference is that the first one not only takes into account the working time, but also has columns for calculating the monthly. They are filled in according to the same scheme, namely, every month on the first day, a new timesheet is opened. It is necessary to fill in the columns:

  • Company name (by serial number and date of filling.
  • The period for which the timesheet is opened.
  • Serial numbers of personnel and their data from personal cards.

The rest of the data is entered within a month, and filling in the part related to wages remains with the accounting employee.

Regular filling of the form

Filling out the report card is a painstaking work that requires attention. It can be carried out using, for example, the method of continuous attendance and absenteeism.

Similarly to weekends, various reasons for absenteeism are noted, starting with business trips and ending absence for unclear reasons.

In this case, the calculation of the timesheet is a little easier to carry out, because all the necessary numbers and designations are in front of your eyes. This is especially true for specialists with little work experience - this way they will have less chance of getting confused and making mistakes.

Filling out timesheets wisely

There is also a method for recording deviations. It applies when the working day has the same duration throughout the entire period. In this case, only non-standard situations are noted, that is, absenteeism, business trips, etc. When using this method, much less time is spent, and the final result is the same in both cases.

On the sheet it looks like this: the top line contains information about the employee's absence at the workplace - C, K, OT, NN, PR, B and others. The bottom line remains blank. Indeed, in the final calculation of the hours worked, zeros do not matter, and with the same length of the working day, all that remains is to perform the simplest actions: count the number of empty cells in the top line (these are attendances) and multiply by the number of hours.

This method is more convenient for experienced HR and accountants. It is also well suited for small organizations where the headcount is small. If your management doesn't know about a simpler time tracking system, then it's time to suggest it to them.

Maintaining a timesheet on a computer

In addition to the paper version, there are also several electronic ones. As mentioned above, timesheets must be duplicated without fail. This is necessary so that the data on the work of employees is not lost and their reliability is confirmed (after all, it is not always possible to use a computer).

One of the more affordable options is the timesheet created in office programs. Excel is perfect for these purposes. Spreadsheets allow you to create any kind and size of the document. Also, due to the ability to set formulas, it is much easier to summarize and calculate intermediate data.

Using special software

If the employee or management lacks skills in working with spreadsheets, another similar program may be selected. In this case, the time sheet will look similar to the paper version. This will help reduce the time spent working with the document.

Despite the fact that such a term as "time off" is still widely used in labor relations, this concept is absolutely not enshrined at the legislative level. Who can qualify for time off?

It is the types of situations described above that are grounds for the mandatory provision of time off at the request of the employee. In this case, the employer's refusal will be absolutely unlawful. In this situation, an employee whose rights have been violated should contact the appropriate authority as soon as possible, for example, the labor inspectorate or a judicial institution.

Rules for documenting the fact of granting time off

As the existing practice shows, at a huge number of enterprises it is still not customary to document such important changes in the working hours as employees' time off. At best, this fact is remembered by the leader himself after a conversation with a subordinate. Very rarely, such information is recorded in the relevant documentation, for example, in the time log or in other internal papers.

The result of this neglect is an incomplete reflection of important changes that regularly occur in the organization. In this case, it should be remembered that the management of the enterprise takes on a fairly serious responsibility. Indeed, if an unforeseen situation arises or an accident with an employee, it will be very problematic to prove the fact of his absence from the workplace, since this absence was not reflected anywhere.

Such disregard for the current procedure for documenting time off is often fraught with negative consequences for the employees themselves. For example, if the theft of valuables occurs, and all charges are brought against a certain employee, it will be very difficult to prove the fact of his absence from work.

That is why absolutely any case of granting time off must be properly recorded in accordance with the procedure for office work in force in a particular organization.

As already mentioned, one of the reasons for the subsequent receipt of time off is early processing. Additional work time is also documented, indicating the appropriate payment terms. By agreement of the parties, the additional fee can be replaced by the provision of time off to the employee, on any day, at his sole discretion.

It should also be remembered that the manager can involve employees in additional work only with their written consent. For this, an appropriate order is drawn up, with the content of which absolutely every specialist must be familiarized in a timely manner. At this stage, each employee can give an official refusal to recycle. At the same time, the employer cannot punish him in any way for his unwillingness to work extra.

Time off payment procedure

In most situations, each employee has the right to choose how they deserve compensation for overworked time. Someone prefers to get paid for such a day in an increased amount, while others want to arrange for themselves one day off. The only important nuance will be the fact that a specific method of compensation must be agreed upon by the parties in advance, after drawing up the corresponding order.

Donor days will be an exception. They can be paid exclusively in a single amount, but with the provision of a mandatory day of rest after donating blood. As documentary evidence of the need to provide time off, you can use certificates from a medical institution, which indicate that the citizen really was a voluntary donor on a certain day.

Current forms T-12 and T-13 and the procedure for entering information into them

Back in the early 2000s, special unified forms T-12 and T-13 were developed and approved, which are still quite successfully used in modern practice.

Form T-12 is a developed document for entering data there along with the possibility of parallel payroll calculation in an organization.

Form T-13 has a slightly different purpose. It was created specifically for use in enterprises that have an automated system for monitoring the presence of employees at their workplaces.

When filling out the above forms, the following encodings and names can be used:

  1. "I" or "01" - is used to designate the total duration of one work shift in a particular organization.
  2. "C" or "04" - used if there was overtime work. In addition to the very indication of this work, information about the exact amount of processed time is also entered into the form.

  3. "РВ" or "03" - supposes fixing the fact of work on a day off or on an official public holiday.
  4. "НВ" or "28" - suggests a mark on the provision of days off that are not paid to the employee.

As a rule, the responsibility for the correct and competent filling of the time sheet falls on the HR specialist or on the secretary of the organization. It is on the basis of this document that various internal orders of the company are further drawn up.

On the basis of the time sheet, the staff is paid wages. In practice, organizations and individual entrepreneurs usually use form No. T-12 (No. T-13), although the accounting sheet can be developed independently (Articles 7, 9 of the Federal Law of 06.12.2011 No. 402-FZ, letters of the Ministry of Finance of Russia dated 04.12.2012 No. PZ-10/2012, Rostrud dated February 14, 2013 No. PG / 1487-6-1).

The time sheet is filled in by an employee authorized by order. This is usually an employee of the HR department. However, in large organizations, the timesheet for each structural unit can be kept separately. In this case, the person in charge for maintaining the timesheet in each department is also appointed by the head (part 4 of article 91 of the Labor Code of the Russian Federation).

To fill out the timesheet, special symbols have been developed - codes that must be used if the organization uses unified standard forms of the timesheet, namely (Resolution of the Goskomstat of Russia dated 05.01.2004 No. 1):

To designate holidays during vacation in the timesheet, the letter code "B" or the number "26" is used, used for weekends (weekly leave) and non-working holidays. To designate all other days of vacation, you must use the letter code "OT" or the corresponding digital code "09".

Note that days off during vacation are also marked in the report card with the "OT" code or the "09" code (Resolution of the State Statistics Committee of Russia dated 01/05/2004 No. 1).

This procedure is explained by the fact that the holidays listed in Article 112 of the Labor Code are excluded from the annual paid leave ("Holidays of 2018").

Also excluded from the vacation period are the holidays established by the legislation of the constituent entities of the Russian Federation (part 1 of article 6 of the Labor Code of the Russian Federation, resolution of the Presidium of the Supreme Court of the Russian Federation of December 21, 2011 No. 20-PV11).
