1. General Provisions
1.1. St. Petersburg University State Fire Service EMERCOM of Russia is a federal state educational institution of higher professional education of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief.

Conditions of admission. Selection of candidates for training and acceptance of documents
2.1. An applicant to the first year of study in a specialist training program has the right to submit an application and participate in competitions simultaneously in no more than five universities, in three areas of training (specialties), groups of areas of training (specialties) or faculty in one university. At the same time, the applicant has the right to submit such an application simultaneously for various forms of education, according to which the main educational programs are implemented at the university, as well as simultaneously for budget places and places under contracts with payment of tuition fees.
2.2. Conditions for admission to places financed from the federal budget
2.2.1. For targeted admission to places financed from the federal budget, the following are accepted:
For full-time study
Citizens of the Russian Federation selected in accordance with the established procedure, who, based on their personal and business qualities, physical fitness and health status, are capable of serving in the internal affairs bodies, who have successfully passed the entrance examination and competitive selection.
For on-the-job training (correspondence course)
Persons of ordinary and commanding staff of the Ministry of Emergency Situations of Russia who have successfully passed the entrance examination and competitive selection. Training in second higher education programs at the University is carried out only on the basis of contracts with payment of fees.
2.2.2. The age of candidates for study is calculated as of the year of admission to the University. At the same time, it is not allowed to accept full-time study for places financed from the federal budget of persons whose age at the time of graduation from the University will not reach the age required for admission to service in the internal affairs bodies (18 years). Persons whose age at the time of completion of training will reach the maximum age for service established by the Regulations on Service in the Internal Affairs Bodies of the Russian Federation are not accepted for study.
2.2.3. The selection of candidates for training upon admission to places financed from the federal budget and the registration of their personal files (educational files - for candidates for distance learning) are carried out by the constituent bodies (Main Directorates of the Ministry of Emergency Situations of Russia for the constituent entities of the Russian Federation) and their subordinate bodies State Fire Service of the Ministry of Emergency Situations of Russia. Responsibility for selecting candidates for study rests with the heads of the relevant component bodies and heads of personnel departments.
2.2.4. No later than April 1 of the year of admission, employees who wish to study at the University submit reports to their place of service, and persons who are not employees of the State Fire Service of the Ministry of Emergency Situations of Russia, who have expressed a desire to enter the University for full-time study, submit applications addressed to the head of the Main Directorate of the Ministry of Emergency Situations of Russia at their place their permanent registration, which indicate the special title, surname, first name, patronymic, position held, date of birth, address of residence, name of the educational institution of the Ministry of Emergency Situations of Russia, faculty (department) and specialty (direction of training) in which they wish to study, and the subject being studied foreign language.
2.2.5. The report (application) is accompanied by: a completed and signed application form (personnel records sheet); autobiography, handwritten in free form; a duly certified copy of the work record book (if available); original state document on education or its notarized copy (if available); duly certified copies of passport, birth, marriage and children’s certificates (if available); certificate of current academic performance (for students) at the time of submission of documents; characteristics from the last place of service (study or work); six personal photographs measuring 4x6 cm (in everyday uniform without a headdress, without a corner - for candidates from among the rank and file and command staff of the State Fire Service of the Ministry of Emergency Situations of Russia); a copy of your personal personnel record sheet (if available).
2.2.6. The head of the recruiting body or his deputy for personnel, upon receipt of the report (application), is obliged to personally conduct a conversation with each candidate, explain the nature of the upcoming study and service and, if he meets the conditions for admission, make a decision on sending him for a medical examination and professional psychological examination.
2.2.7. Candidates for full-time training undergo a preliminary medical examination (military medical examination) in regular military medical commissions (VVK or TsVVK), professional psychological selection - in psychological diagnostic centers.
2.2.8. Based on the selection results, the decision to send the candidate to study at the University or to refuse the referral is made by the head of the procurement body or his deputy.
2.2.9. If a candidate is refused to be sent to study, at his request, a certificate may be issued, signed by the head of the recruiting body or his deputy, indicating the reasons for the refusal.
2.2.10. The decision of the constituent body to refuse to send to study can be appealed to the DCP of the Ministry of Emergency Situations of Russia no later than the deadline established annually by the Ministry of Emergency Situations of Russia for sending personal (educational) files to educational institutions of the Ministry of Emergency Situations of Russia, as well as in court.
2.2.11. Attached to the personal file of a candidate for full-time study is: a report (application) about sending him to study with the documents specified in clause 2.2.5. these Rules; conclusion on the study and direction of the candidate for study; certificate from the military medical commission about medical examination; conclusion based on the results of a comprehensive psychodiagnostic examination; verification materials on operational records and place of residence; documents confirming the right to benefits when taking entrance examinations and enrolling in studies, or their certified copies.
2.2.12. The educational file of a candidate for distance learning includes: a report (application) about sending him to study with the documents specified in clause 2.3.5. these Rules; conclusion on sending the candidate to study; certificate of medical examination in form 086-U; documents confirming benefits when taking entrance examinations and enrolling in studies, or their certified copies.
2.2.13. Personal (educational) files of candidates are sent directly to the University within the time frame determined by the order of the Ministry of Emergency Situations of Russia on the announcement of enrollment in educational institutions of the Ministry of Emergency Situations of Russia for the next year.
2.2.14. Before the start of entrance examinations, candidates for full-time budget education must undergo directly at the University: a professional psychological examination aimed at obtaining objective data about the personal qualities of the candidate, whose recommendations are subject to mandatory consideration when the selection committee makes a decision on admitting the candidate to entrance examinations. final medical examination by the military medical commission of the University.
2.2.15. Persons who have not passed the final medical examination or professional psychological examination are not allowed to take the entrance examination.
2.3. Conditions for admission to training on the basis of contracts with payment of its cost by legal entities and (or) individuals
2.3.1. When admission to training on the basis of contracts with payment of its cost by legal entities and (or) individuals (full-time, part-time forms of study), age restrictions are not established.
2.3.2. Documents are accepted:
For persons with secondary (complete) general education obtained in educational institutions of foreign countries, and other categories who have the right to take entrance examinations at the university - until July 10;
For admission to the second and subsequent courses, including in the order of transfer:
2.3.4. List of required documents for submission: Passport (original or copy); document on previous education (original or copy); 8 photographs 3 x 4 on matte paper, without corners, black and white.
2.3.5. The admissions committee fills out the following forms: application in the established form; agreement (a minor applicant signs an agreement together with one of the parents or legal representative).
2.4. In the application (examination sheet), the applicant records the fact of familiarization with the license for the right to conduct educational activities, the certificate of state accreditation and appendices to them in the chosen field of study (specialty) or the absence of the specified certificate and is certified by the personal signature of the applicant. In the same order, the applicant’s signature also records the following: information about passing the Unified State Exam and its results or about the place where the Unified State Exam is taken during additional dates for the Unified State Exam; receiving higher professional education at this level for the first time; confirmation of application to no more than five universities; familiarization with the date of submission of the original state document on education; familiarization with the rules for filing an appeal upon admission to the first year based on the results of entrance examinations, additional entrance examinations and certification tests; consent to the processing of your personal data in the manner established by Federal Law of July 27, 2006 No. 152-FZ “On Personal Data” (Collected Legislation of the Russian Federation, 2006, No. 31, Art. 3451). If there are several USE results that have not expired, the applicant indicates in the application which USE results and in which general education subjects he is using. If applicants provide information that does not correspond to reality, the university returns the documents to the applicant.
2.5. For targeted admission to places financed from the federal budget, when registering, the candidate for study (applicant) must present an identification document (passport, military ID, service ID), the original or a certified photocopy of the education document (with attachment), original or certified photocopy of the certificate of Unified State Examination results, original or certified photocopy of documents confirming special rights for admission to higher educational institutions established by the legislation of the Russian Federation.
2.6. When submitting an application for admission to study on the basis of contracts with payment of its cost, the applicant submits, at his discretion, an original or a photocopy of documents proving his identity, citizenship, an original or a photocopy of a state document on education, an original or a certified photocopy of documents confirming special rights upon admission to higher educational institutions established by the legislation of the Russian Federation.
2.7. When submitting an application, persons with disabilities submit, at their discretion, an original or a certified photocopy of one of the following documents: a conclusion of a psychological, medical and pedagogical commission; a certificate of disability issued by the federal institution of medical and social examination. Disabled children, disabled people of groups I and II, who, in accordance with paragraph 3 of Article 16 of the Law of the Russian Federation “On Education”, have the right to admission to higher educational institutions without competition, subject to successful completion of entrance examinations, submit at their discretion the original or a photocopy of the certificate on the establishment of disability and a conclusion on the absence of contraindications for studying at a higher educational institution, issued by the federal institution of medical and social examination.
2.8. Applicants who have submitted deliberately false documents to the University Admissions Committee bear responsibility under the legislation of the Russian Federation.

For applicants for full-time study, competitive selection is carried out only based on the results of passing the Unified State Exam (for correspondence persons who received secondary (complete) general or secondary vocational education after January 01, 2009), for applicants for part-time study and received secondary (complete) general or secondary special education before January 1, 2009 in the form independently established by the university*;
